People not completing tasks either they own or being delegated has always been one of the most disappointing and frustrating thing for me for a long time. In my experience, it's not just because people are not interested in doing them, but also because they are not making an effort to keep notes and check progress, so invariably they forget what they have to deliver. There are also instances that people just agree and make commitments or over commitments which they can't meet.
