So, I was told that that the parking is based on first come first serve basis for now as they are running an exercise to understand the occupancy of the parking to see if they can accommodate more staff.
The number on the sticker is to only identify the vehicle and not the parking slot number as I had thought.

@matigo while you do all that with pen and paper, I'm here have been a sucker trying out all sorts of digital note taking apps using Apple pencil. To be honest, pencil writes so well on iPad pro

Tried parking car in the newly reserved parking slot in the Kitchen, to found out some one else has already parked a vehicle there. In the end I parked in a parking slot allocated to visitors
